Since the driven wheels are directly connected with a manual transmission, it is up to the driver to select the best ratio for the engine, nd the terrain.

On a flat road with no headwind /snow, or traffic, one can progress to the maximimum posted speed limit quickly to minimize the fuel consumption in the lower gears.

A gasoline engine will drink less fuel when it runs at 2000 RPMs rather than being in a lower gear setting, and having a higher number of RPMs, (eg. 3500) even though the two are both the same as far as roadspeed is concerned.
